Learn-to-Referee

Maverick mixed-gender Learn-to-Referee (LTR) program will run for a 12-week period, from September 28th to December 2025, which is designed for youths between the ages of 16-18 years of age. It also includes access to mentoring sessions from January to May 2026. This Program fully aligns with Ontario Volleyball Association’s Referee Eligibility Policy.

Program Mission

The Maverick leadership team developed a strategic plan to focus its resources and initiatives over the next three years.

One of the Key Results Areas of this strategic plan is designing and delivering quality programs that will empower our athletes to become exceptional within their chosen path.
One of the strategic initiatives is to develop a Learn to Referee (LTR) program.

Interest in this type of program is strong, with an initial survey of Maverick athletes in September 2024 via tryouts registration, indicating that over 200 athletes from 12U-18U would be interested in participating in a LTR program (approximately 100 participants between 16U-18U). A follow-up survey was sent to athletes within the 16-18U cohort with further details on possible cost, curriculum, etc. Twenty-three individuals were interested in being part of the pilot cohort.

Program Objectives

  1. Alignment with Maverick Way club culture: Reinforce core club values of respect, service, courage, long-term perspective, and balance.
  2. Acknowledgement of various learning styles: Provide a variety of learning materials to support the different learning styles of our athletes. Use different
    learning approaches: Example (a) in-person, on-court sessions for the individuals who need to practice learning it; and (b) virtual sessions, for the individuals
    who need to write it down and process it in their own time.
  3. Building a supportive community and fostering a sense of belonging: create a sense of community by encouraging group learning and create a cohort of
    participants who can rely on each other during the program and after.
  4. Culture of respect, acceptance, and inclusion: Create an inclusive and safe space for all athletes to help foster a positive, welcoming, and supportive
    environment – regardless of background, recognition of identity, abilities, or personal challenges, feels valued, respected and empowered to fully participate.
  5. Scalability, Accessibility, and Sustainability: Ensure that the pilot can be easily scaled up or down and is accessible to a wide range of individuals regardless of
    resources, background, is essential for long-term impact. For it to be sustainable, we need to consider developing adaptable content.

We have compiled additional details to answer some of the more frequently asked questions you may have.

How do I become an official volleyball referee?

To become a local-level referee (otherwise known as “an official”), you must meet the following requirements from the Ontario Volleyball Association (OVA):

  • Must be minimum 15 years-old;
  • Must complete the online referee theory module and attend an in-person theory clinic (the Maverick LTR Program meets this requirement);
  • Must complete and pass a theory exam;
  • Must pass the OVA Screening Policy to be assigned (participants must complete this on their own);
  • Must perform adequately at a practical evaluation (usually a one-day tournament, we will coordinate this with the OVA).

How does the Maverick LTR program differ from the OVA’s?

Ongoing mentoring post-certification (January to May 2026)***

*LRT provides more extensive training in all areas of officiating, including line judging, scoring, second officiating, court management, conflict resolution, scenario role plays mimicking coach and athletes behaviours towards officials during competition.

**Expert mentorship from a Level 3 or above Referee and practical learning throughout the Program, including timely and in-person feedback during refereeing Practicum.

***Head Referee Mentor and/or Assistant Referee Mentors will follow the newly certified officials from January 2026 to May 2026 to ensure any questions or concerns
are addressed and for continued support. This will be done via designated Teams office hours twice a month. (cont’d)

The Maverick LTR also provides:

  • Small group size (16 particpants in-class training and 1:4 ratio for the practical on-court training):
    • Will improve understanding and retention;
    • Provide immediate feedback – misunderstandings can be corrected quickly by peers, instructors or mentors;
    • Encourage deeper learning – discussion encourages critical thinking and application rather than rote memorization;
    • Encourage inclusion and social learning – exposed to diverse viewpoints, different opinions, experiences and learning styles
    • Strengthen relationship among participants, creating a more supportive learning environment
    • Belong to a community – After the learning phase, participants have one another; a powerful way to sustain growth, foster collaboration and reinforce knowledge
  • The assigned OVA Clinician will provide the names of the successful certified referees to the local volleyball assignor. This will allow them to be assigned matches appropriate to their level. Work could begin immediately once certified.

What are the Program Objectives?

The objectives of this program are to:

  • Introduce a pathway to refereeing for Maverick youth who may be leaving or limiting their involvement within a competitive stream;
  • Continue to be part of the Maverick Family and build strong connected community through volleyball, while fostering a sense of belonging and engagement.
  • Expose youth to the important role of refereeing and to obtain a Referee Certification (Local) within a safe and encouraging environment (which increases the likelihood of success);
  • Contribute to the supply of future quality referees to address current shortages within the volleyball community in particular high school matches and large provincial and national championships hosted in Ottawa;
  • Enhance current refereeing certification with the Maverick Way, that will introduce the nine principles and behaviours at the beginning of their referee career;
  • Build confidence and leadership skills for these young officials;
  • Enable youth to gain valuable work experience and competencies that will assist them in their future careers;
  • Build a “volleyball for life” culture within the Maverick Community and beyond.
